Josh Paulin
Operational Policy Advisor, Building Safety Regulator

Josh Paulin has worked in operational policy and operational delivery for a number of years. Having originally trained as a scientist, he has worked within the NHS, in public policy for the New Zealand Government, before joining the Building Safety Regulator (BSR) as an Operational Policy Advisor in 2023.  

 Within BSR he has worked on resident engagement policy for the in-occupation team, focusing on helping industry understand the new resident engagement duties introduced by the Building Safety Act. Now as a member of the building control team he helps BSR’s operational teams with interpretation of the legislation and regulations, and regularly engages with industry to help inform about expectations within the new regulator.

Richard Brooks
Partner, Anthony Collins Solicitors 

Richard advises clients in the social housing and local government sectors on all aspects of projects, construction and energy law.  His work includes procuring large regeneration projects and other projects involving joint venture structures with multi-party funding; advising on micro-generation, decarbonisation and extensive construction projects, advising on standard and bespoke forms of professional appointment and term asset maintenance agreements.

Peter Apps
Journalist and Author

Pete Apps is a journalist and author covering social housing and building safety. He has spent more than 10 years at leading industry publication Inside Housing and has also written for titles including Private Eye, The Guardian, The Sunday Times, the New Statesman and the Spectator, winning several industry awards including specialist journalist of the year at the British Journalism Awards. His book, Show Me The Bodies, which covers the Grenfell Tower fire and the failures which led to it won the Orwell Prize for political writing in 2023.
